I'm pretty sure the earthbenders were trapped in an offshore iron facility or something and not a valley.
That was later in the series and they were literally trapped. Like imprisoned.
I'm talking about like, in season 1, around the time that Jet guy is around (I think?) I'm pretty sure there's an earthbender concentration camp in a valley somewhere.
