Sometimes three is the only way to actually get a parking spot. Particularly in packed parking garages.
Parking garages =/= store parking lots. They're an entirely different beast.
And camping a spot can be fine IF you aren't sitting there for 5+ minutes, or slowly stalking someone as they walk to their car.
