Yes I know. His head was still intact though, so with that rule he should have been able to regenerate. I guess.

Piccolo, didn't lose any limbs in the blast...he pretty much just took blunt force to his body that killed him. It's not like his regeneration is instantaneous either, like Cell or Buu, it takes some time.
