He seemingly wants to "Rush the match" to get paid, even though he doesn't need to have the match at WrestleMania and can probably stand to wait until "Crown Jewel" or any other major PPV to have the match. Since Dwayne Johnson now has 100% OwnerShip/Control of his name-sake IP "The Rock" and doesn't have to pay WWE for usage of it, he also has significant control / voting power in TKO. That puts him in higher power than HHH at the moment. But the main issue is that $30 million pay day that's part of his contractual agreement and he's willing to screw up Wrestlemania for it.
