Bronya is still currently a top 2 support unit in the entire game and is far and away #1, but I would put Gepard, Welt, and Clara squarely into the next tier, with Bailu, Yanqing, and Himeko taking up the bottom. Of those next 3, I'd most want Gepard on a new account, because really good sustain characters are hard to come by.
