They're encouraging people to commit acts of terrorism/violence without directly doing it, that's what stochastic terrorism is. That's exactly what all the anti-vax fringe was for like 4 solid years of crazy shit like the vaccine being NWO mind control shots and that the people taking them were now enemies.
