Depends on what you mean by frozen. Typically, when civilization hits a soft limit on innovation, you get gradual refinement until someone figures something significant that changes goal parameters, like how mediocre steel weapons would still dominate against the very best copper age gear.

If things froze froze, not even condensing more stuff into chipsets, then you'd probably see gradual investment into whatever the last figure out technology was. Stuff that has perfectly functional models, but has yet to hit commercial production.
