The most opponents a Pokemon can ever have at once is 5, in Horde battles. The most PP a move can ever have is 64, so the most PP a Pokemon can ever have is 256. There are 1025 Pokemon, so if we assume that every one of their moves is a mythical 64PP move that instantly kills all opponents with 100% accuracy that doesn't exist, they only kill about 1.3 million lions before they're all down to Struggle. You can call me cynical, but I don't think every single Pokemon can Struggle nearly 1 million times before they faint. Lions win by sheer numbers.

I feel like you can make up some good numbers by using moves that hit the entire field at once. While Surf/EQ etc. will have less PP, they'll be vastly more efficient in PP usage by taking out tremendous amounts of lions all at once. Earthquake's max PP is 16, but if we assume a Horde battle of 5 lions against one Pokemon, EQ hits all five lions at once for a single use, KOing a total of 80 lions vs 64 by using a single-target move. If each Pokemon is allowed to be loaded with a Leppa Berry that's 130 lions down just by using one move.

I'd obviously have to math it out and that's a lot more effort than I can do right now, but I feel like that would cut things down by a pretty good amount, especially since there are Pokemon that can learn multiple AoE moves.
