Ostensibly, this is so that Electric types can't be paralyzed with Thunder Wave and the like. Body Slam just happens to be the only move in Gen 1 that can inflict a status not normally tied to its type (edit: and Twinneedle). Pretty sure you can Thunder Wave Electrics in Gen 1.
