I dont believe this isnt something they wouldnt have made a top priority years ago rather than only a few months before it was to late.

The cartels run the country. You don't seriously think they give even a half fuck if the city runs out of water do you? The rich and powerful never go hungry or thirsty, and if anything this is a perfect opportunity for them to strengthen their stranglehold on the people and expand into a new venture (selling and controlling water). Hell I'd go so far as to say it could even be a powerful recruiting tool, "join us and never go thirsty". I can actually see that happening it's as heart breaking as it is terrifying.
