The rich and powerful never go hungry or thirsty, and if anything this is a perfect opportunity for them to strengthen their stranglehold on the people and expand into a new venture (selling and controlling water). Hell I'd go so far as to say it could even be a powerful recruiting tool, "join us and never go thirsty".
