The game says you can pressure him with attacking and blocking but it was just not working and I kept getting blasted by his special move. In the end I brute forced a DPS race with Cloud/Tifa/Red but it still didn't seem like I was doing the fight correctly. I won that fight first try by abusing reds vengeance mode. It was a close fight though he was definitely the hardest enemy at that point in the game. But anyone who isn't abusing status effects you can just vengeance your way to victory usually.
