I am a complete noob here and call me a moron but could they just not move the court out of the netherlands? because from what I read on that link the bill allows to invade netherlands or hague specifically but what if the thing was held somwhere else, woudlnt they need to pass a new bill for that place and if they do it looks bad on them, but I double the US really cares how the world looks at them at this point anyways.

It doesn't really what loopholes are attempted with the ICJ because eventually you'll run into the inevitable roadblock that international law is hogwash and geopolitics operates on might makes right.

The problem isn't thst the US has one bill that basically laughs in the face of international law. The problem is that its even possible for any country to laugh in the face of international law. Until that's resolved, its all just glorified theatre.
