My collection level is 14,000 and I'm also missing 9 cards. So you seem to have gained about 3000 worth of CL by not spending gold on variants.

I've also bought a few variants for 5000 tokens though instead of getting cards so I could be doing better with my collection.

I think whenever they suspect that people are getting close to having a full collection or even being ahead of the collection that they're going to drop 10-20 cards out of nowhere. That's just a hunch I have because they don't want people to ever be collection complete.
