It's probably (though not definitely) safe to assume it was said as a joke. Even most extreme right-wing types don't support taking that away There are right-wingers seeking office who have literally said this. Mark Robinson in North Carolina and John Gibbs in Michigan are 2 examples. If they feel confident enough to say it as candidates seeking office it's because they feel like enough of their base will support such notions.
