More like people are intentionally dismissing it because they don't want to think deeply about it or insist there's no issue merely because that's the desired outcome they want.

It's tone deaf at best, enforcing the recreation of racial stereotypes that has led to many U.S. black men dying because they think it's humorous at worst.

I don't know if you know this, however the Japanese have a history of using racial stereotypes in their games.

It's no big deal to them because it's not actually a part of their history, so they can flippantly make jokes about it. Also the nation has a history of being racist/xenophobic in general, however I'm not attributing that to all of them, just saying it's rather well-documented.

I know a lot about racial stereotypes in Japanese games. I come from a country that is just as bad, if not worse, at this. I simply do not think that Capcom of all devs would be intentionally racist.
