The reason Goku was a special circumstance is because so much of his power in the first half of Z came from the Kaioken. Without it, he was strong, but not ridiculous. Without knowing how to do Kaioken, Goku's body wasn't all that special. He could still only hit 23,000 with it, which is lower than Goku's base of 90,000.
