If Ulti knew what he was doing why would he not name some scum in his meteor and bus them, get town cred, and win at endgame. Because scum doesn't know how to use complex abilities sometimes. Just like town doesn't. Kirby's ability as described seems difficult to pilot. But it also doesn't seem townlike and we know he's lying about what his intentions have been with it.
