That one is easy, since were a government contractor I looked up our contract! He makes about $400k/year, which isnt a lot for a CEO of ~10k employees. However, the bonus structure is 0.25% of entire payroll split between the CEO and his 13 direct reports (executive managers) per year. The way its split wasnt defined in the contract from my quick read, so I bet its not an even split.
