Actually the move I could see her making is dismissing charges after there is a jury. Once you have the jury the defendant is considered to be in jeopardy. Once someone has been in jeopardy for a crime and has gotten out of it whether it be by acquittal or the judge dismissing charges, they can never be charged for said crimes again. Also there would be no opportunity for appeal.

Oh you can definitely appeal that. The only thing you can't appeal is a jury delivered not guilty verdict.

Edit: and you can even appeal that too if you feel there was judicial misconduct
