While a human should make a conscious decision of events, animals do not have human intelligence.
However, if a package delivery person cannot deliver the package to the property because of a domestic or pet animal, then the owner of the property or the person living on the property is at fault.
Where Ive lived, mailboxes were either attached to the front door or in front of the house. Put the animal down if it attacks, but if the owner was too stupid to realize the animal could attack and had a delivery person enter a space made unsafe by the animal, then hold the animals owner accountable too.

The point is that touching a person's property shouldn't come with a death sentence, if you have a dog that will attack somebody who comes to your door that's a dog that needs to be put down and if you train the dog to do that you should be forbidden from pet ownership.
