I think part of the issue is the movie sometimes does a poor job at satire because it has some really weird things that contradict what a fascist regime does.

The glaring thing is how women are portrayed as relatively equal to men in the movie. One of the key tenants of fascism is sexism.

There is also the scene were the military leader steps down after the disastrous attack on one of the bug planets. He portrayed as respectfully resigning and giving up command to someone more competent. To be fair, this is in a propaganda video but it seems weird that a fascist regime would portray one of their leaders as incompetent without any qualifications such as something along the lines of "he was actually a scheming traitor" and/or him being cruelly punished for his failure.
