Banning someone from driving doesn't stop them from driving It shouldn't be like that though. Here in California, if you're caught without a license, your car gets impounded for 30 days. That's a hell of a deterrent for most. You lose your mode of transportation for a month, then you also have to pay $1000+ to get your car out of the lot.
