The Wastelanders update that added NPC's and better questlines was the start of such revitalization. Just recently over 1 million people were playing it concurrently which hasn't happened before so the reception has definitely gotten better. I got it for free on PS+ and recently popped back in and it has a nice PS5 next gen update so it runs very well (way better than on PS4 when I first played it) and basically feels like a multiplayer Fallout 4.
