Only due to circumstance. Had Trump been in Dubya's shoes? Yeah, he would have been exponentially worse. He wouldn't have bothered with unity, he would have been standing at the rubble of the towers and blaming the Democrats. He also wouldn't have engaged in nation-building, he would have simply ordered a bomb-and-run, which would have led to far worse destabilization.

Nixon-Shattered public trust, started creep towards fascism, killed millions, sabotaged peace.

Honorable mention to Wilson for his racism. Honestly, almost all our Presidents have been awful. Even the two "best" ones, FDR and Lincoln did horrible things to people they felt they didn't have to care about.

Wilson did FAR more than that. He also cracked down on civil liberties during WWI and worst of all, HE is the guy who set the precedent for America's warmongering foreign policy. I would place Wilson at #4 and Trump at #3. Nixon should be way down there because he actually did some good things, such as create the EPA and ban chemical and biological weapons. Also, you forgot that Jackson's anti-banking antics contributed to a recession.

My order would be: Johnson > Buchanan > Trump > Wilson > Reagan > Dubya > Jackson > Nixon.
