Only due to circumstance. Had Trump been in Dubya's shoes? Yeah, he would have been exponentially worse. He wouldn't have bothered with unity, he would have been standing at the rubble of the towers and blaming the Democrats. He also wouldn't have engaged in nation-building, he would have simply ordered a bomb-and-run, which would have led to far worse destabilization. This is a major understatement of the shit that would have hit the fan if Trump had been president for 9/11. 1) Trump would have led a pogrom in the US vs. US muslims, in which the "moderates" and a distressing fraction of Democrats would have joined in. 2) Said bomb-and-run would have included use of nuclear weapons.
