Which can be as soon as you populate Sanctuary and get the '0 beds available' bug, forcing you to walk into the Settlement and open workshop mode for the game to load properly and realize, "Oh, yeah, all these beds, crops, and water sources DO EXIST!" Also, be warned that once you get above 20 or so Settlements an attack on one can trigger a chain of attacks to them all.
