They literally send the babies on infiltration missions, they don't put them in the army unless they conquer a planet and they're stated to have a high mortality rate. Could say that other planets have a higher average power level than average great apes but then you'd be talking about a ton of planets of Raditz+ tier people. And Goku landed on a peaceful planet where the actual few fighters wouldn't even have hit 500pl if it wasn't for him. The average PL of a human is 2. I don't think they expected shit like King Piccolo when they originally sent Goku.
