Presumedly, the hotel/BnB/whatever didn't allow such an animal to be inside, and it was reported Wally was placed in a fenced in area outside on the property, where he couldn't have escaped on his own. Thus, the thought is somebody took him out of that area while the owner was inside. It's currently being reported that "pranksters" effectively stole the animal from the enclosure and left it outside of somebody's property, and that person called animal control, because, well... They saw an alligator on their property.

The person who called animal control is, reportedly, being extremely cooperative. It's the government animal control agency that is apparently refusing to help. Likely because they killed the animal, instead of relocating it, like they say they do, and just don't want to admit it.
