To unpack it a little, in the UK, it is currently an extremely unreasonable wait time for an NHS appt with regards to gender affirming care. It can be on the order of a years-long wait, at which point the kid in question has every risk of experiencing the puberty they don't want.

So it's not surprising that families with the means have turned to out-of-NHS sources, such as off-label care or overseas care.

Whatever this plan is, it does not appear to be official NHS policy... yet, but if it were put into policy, basically any family seeking this out-of-NHS care may be reported to the authorities on the grounds of safeguarding the child.

They want trans kids to be miserable. They believe that stopping trans kids from transitioning in any effect will stop trans people from existing.
