I usually don't notice unless a game deviates from the norm it sets.

Like I played Rebirth in 30fps and when I tried Performance, it was smoother yeah but it wasn't smoother in a way of less jank but some stuff felt like it was moving twice as fast as normal (which it was in a sense).

I don't like 60fps videos though, especially shot from a phone. All that interpolated shit feels fake as fuck and actively detracts from the video experience.
