Huh?

He is saying that it is silly to imagine that a time machine, which is often portrayed as tiny even compared to the earth, is capable of rewriting the entire universe.

However, this is a flawed argument that only works based on a single universe model of time travel (not that I am arguing time travel is realistic otherwise mind you). In a splitting multiversal model where the universe is just one of many possibilities that split off all the time, then a time machine would not do anything to its original universe and would just create yet another alternate branch universe where the time machine happens to appear in it at the designated time.

Depending on what rules of time travel you want to invent for this scenario, it may be possible to go back and forth between those two universes. Which is similar to the model of time travel that DBZ uses (with the exception of the part where Cell uses the time machine).
