But given they keep running Lake in Arizona maybe Dems could get away with it. Kelly's spot isn't in contention until 2028 so that's not an issue and Arizona has a democratic governor (Katie Hobbs) who isn't up for reelection until 2026 so she can fill the seat with someone who will have 4 years to establish themselves.
