If Teen isn't somehow Billy, either from the Multiverse or some weird nonsense that made him real and not imaginary, then he's absolutely the true villain behind the show and deliberately hiding his name/history to keep Agatha interested enough to bring him to the end of the Road. Aubrey Plaza's character is either a red herring or is actively working with him in this case.
