When it comes to people who are so profoundly uninformed that they do not understand basic civics vis a vis the Vice President's power or lack thereof, "that's not my job" would be interpreted by their pea brains as buck-passing and lack of accountability. And they'll never be educated if nobody ever educates them on the separation of powers between the office.
