The guy runs (or did run?) the biggest business in Gotham, and one of the biggest in the world. He's much more involved with people than just punching baddies. Also, I'm by no means the expert on these matters. There are other more well-read folk in this topic. Also worth pointing out that it may be erroneous to call Batman authoritarian - he'a pretty strongly against authoritarianism. He just uses police state tactics.
