It's as complete a loss as Putin wants. I don't think he ever wanted to annex Ukraine. That would be far too much trouble. He wanted to annex Crimea (which he has), keep a weakened Ukraine in a perpetual frozen conflict (which this 'peace plan' will), and make certain Ukraine won't join the EU or NATO in his lifetime (ditto). This way he can gradually manipulate Ukraine so it's firmly in Russia's sphere of influence for at least the next 30 years.
