Under ties, it's common to have power-sharing arrangements between the two parties to conduct business, which is exactly what happened in the Minnesota senate. The Democrats are pointing out, with good reason, that the Republicans do not have a mandate to behave as though they have a majority (setting chairs for committees, etc.) when, realistically, the seats will be tied in a month's time.

Does the Republican party have the right to do what they did? No, because there was no quorum, meaning no business could be done. Minimum quorum in the Minnesota House is 68 members; since only the 67 Republicans showed up, there were not enough legislators present for the House to run (which is exactly *why* the Democrats refused to show up without a power-sharing agreement in place).
