From the page for Exosphere: "Mercury, Ceres and several large natural satellites, such as the Moon, Europa, and Ganymede, have exospheres without a denser atmosphere underneath,[3] referred to as a surface boundary exosphere"

Basically, an exosphere is the barest suggestion of an atmosphere, and if just having that is enough to make something a planet, a whole lot of not-planets would be considered planets.
