It would be the actual simplest thing in the world for them to go "oh hey, our last set of X got scalped" and produce ten times as many of the next round. They still sell out in seconds, which is what the producers care about, and in a week you can't give the stuff away, which is what the consumers want. The only losers are the asshole scalpers. It's not even like Pokemon cards are hard to manufacture, lol.
