It could. People don't think straight when they're panicking, but forcibly halting trading would force people to wait if they still want to sell. Increases likelihood of people using that break to stop and think, and maybe use the crash as an investment opportunity to buy in on. The fact that it's even that bad to start with is pretty severe though, and "slowing down" doesn't mean stopping either.

Also, idk if this is even going to stop at a recession - at the rate things are going, we'll probably end up with something on the level of the Great Depression, if not worse.
