Sometimes, yes. Even often. But on other occasions he became confused or told rambling irrelevant anecdotes. That's the thing about cognitive decline in old people - many of them have good and bad days. But there's only so many bad days a president can afford to have.

Don't get me wrong, I'm not saying this was or should have been a big issue in 2020 - back then, despite the signs of decline, Biden's cognitive state on his worst day was quite obviously better than Trump's on his best. But it should have been (and, for some of us, was) a warning sign that he might not be fit to run again in 2024. And indeed he wasn't.
