The real reason you don't get most of the ME2 party back is that ME3 got super rushed. So they mostly prioritized mandatory party members, which includes Javik because he was carved out DLC. No matter how much you like ME3, EA undeniably fucked this game up in several ways, and it's a triumph it's as good as it is. Also, regarding Javik being carved out. Eventually you'll have a main mission that requires Liara. Bring Javik too.
