The driving physics was really only different in GTA4 and I don't know that everyone is sure that it was "bad on purpose". And the only real changes in the 3D games to gunplay is they stopped using outdated target lock on and finally used free aiming in GTAV (even though it has hardcore aim assist when you first aim the gun).
There were major changes to both driving and shooting going from San Andreas to 4 to 5. Even if you remove 4 and compare San Andreas directly to 5, the differences are massive. And I have no reason to believe that they didn't improve on things again.

San Andreas just had you standing out in the open and relying on lock ons to shoot people. And the cars felt super light and floaty and were incredibly easy to flip over.

GTA 4 gave the ability to free aim and added a cover system for shooting, but it felt kind of janky still. And of course there was the driving that tried to go in a more realistic direction, but just ended up making the cars turn like tanks on ice.

GTA 5 improved on both the free aiming and the cover system. And driving found a better spot between making the cars feel heavier, while still feeling arcady enough to whip around corners at decent speeds.
