I don't remember the bolded part being said. What we do know is that Darth Plagueis has no feat similar to Darth Vitiate sucking the life out of a whole planet + hundreds of dark side force users to become immortal or literally splitting himself into multiple entities (no clone bodies needed, which Palpatine had to rely on by the way) which Vitiate achieved, and neither does Palpatine.

He doesn't really need it. In the Plagueis novel, such things don't interest Plagueis. Plagueis has total control over the midichlorians by the end, and Palpatine knows the same technique...something no Sith before them does.

But the promotions for Plagueis straight call him "the most powerful Sith who ever lived."

This also assumes Plagueis would be incapable of those feats, which is a tough sell. Palpatine himself is capable of some of them.

As for Palpatine's claim, a lot of Sith knowledge was lost between the end of Darth Vitiate's empire (and Darth Desolous's time if splitting hairs) and the start of Darth Ruin's New Sith order (which the Rule of 2 under Bane eventually starts). The Jedi managed to destroy a lot of Sith knowledge which weakened Sith as time goes on. And then stuff like the mad Rule of 2 Sith Darth Gravid destroying a lot of Sith Knowledge including Essence Transfer (which had to be "relearned") happened.

It's not really a claim, honestly. It's stated in narrative. Palpatine at this point is able to commune with Ancient Sith spirits none of Bane's line ever could to the extent one guide shows he just casually reveals he's acquired all Naga Sadow's knowledge and appears as its Holocron guardian.

Palpatine recovered a LOT.

This post from Reddit kinda sums it up.

The issue is Palpatine is already exponentially stronger than most by the time of this...and then he proceeds to rediscover a ton of knowledge. By the end of his life, hes intimately acquainted with the ancients of Korriban and has in his possession Holocrons from numerous previous Sith.

Again, this is just canon here. LFL's official position was "Palpatine is the strongest Sith Lord" and that's really just that. Every time new Sith were introduced, there'd be some piece of media showing "yeah he can do that, too." It's pretty explicit
