Her power in no way based on electricity: it's purely weather manipulation. So even if she literally never did another thing beyond shooting lightning everywhere she wouldn't apply. Inversely (and obviously the ignoring the "he's not black" bit) Magneto would be immediately disqualified because his power is based on electricity: his superpower is electromagnetism. The act of requiring lightning to be vomited everywhere is sort of the kindergarten take on the words: an electricity-based superpower doesn't mean that they can make lightning, it means that the power comes about because of electricity. The Flash having a million Google results showing lightning spewing off of him (and it's not just a visual thing, he moves so fast that lightning forms) doesn't mean that his superpower is somehow based on electricity: it's still about him running really fast/Speed Force related nonsense. Saying Storm is electricity-based is like saying that the Human Torch is smoke-based. Yeah fire makes smoke, but the fact that there is smoke doesn't mean that that's his power. The Flash argument falls apart since that's not what he is KNOWN for. People think of the Flash, they think of him being "really really fast." The lighting motif on him (and effects) are just a visual effect of his power. He's not actively channeling or BLASTING people with electricity, lol. Hence why most here agree that's generally what Storm does when she's channeling her abilities, her primary thing IS throwing them bolts around. ...
