Is there a distinction to draw between open worlds and sandboxes?

Like, does New Vegas count as an open world? You can go almost anywhere, like BOTW, but it (and other post-FO3 games) just... vibes differently.

That left me wondering if there's a difference to be argued between the two?

Sandbox is usually something like Minecraft where you literally make your own fun (I realize that Minecraft has modes with goals now, but I just mean in general).
