Even if the bill ends up passing (I hope it doesn't, although I know the odds are bad), a long enough delay could ruin Trump's plans for the Fourth of July. He imposed that deadline to make the bill into a holiday spectacle. To miss the deadline is to deprive Trump of the holiday spectacle. To miss the deadline is to take something away from Trump, to show that things can still be taken away, to show that his orders can be disobeyed.
