But warnings were actually issued here How much earlier could those warnings have been issued if they weren't working with half the data points necessary, from half-empty offices, with no proper department head coordinating a whole team during seasons of severe weather? I want to believe this whole thing wasn't some inevitable cruel fate for the county and that there can be a next time where they get to do better and this never is repeated.
