The attack animations--as in, the particle effects--were awful in that game. Thunderbolt was just a bunch of sparkles, and Ice Beam was more like an Ice Chunk. The Flying animation for the move Fly was bugged, where Pokemon were often seen standing in the air, some Pokemon didn't even have proper flying animations (Dragonite and Flygon), and when attacking with Fly, Charizard clipped through the floor.

To be fair, most players will never see the animations for half of the pokemon. The main game is super Johto focused in its pokemon diversity. I bet they polished the animations for those pokemon in particular knowing most players will only see that.
