I'm not sure Palpatine really cared. As Darth Vader he's this mysterious person who just came out of nowhere being this powerful enforcer, and that mystery just adds to the threatening nature. As Anakin you could have him being the one Jedi that stayed loyal to the Empire when the rest betrayed them which makes for good propaganda. Either way is good for Palpatine. But I feel like Anakin/Vader considered Anakin to have died after Mustafar, and Vader was all he was now, which is why they went that direction.
they went that direction because he was a heavily scarred quadriplegic and not the photogenic "hero without fear" that palpatine had been touting him as all throughout the clone wars. palps plan was to use the war hero propaganda to his benefit, with anakin as the last loyal jedi in full support of the empire and in a public position. he'd have probably ended up as a moff or something similar.
